Important Changes to the Boy Scouts of America’s Youth Protection Training Policies
Youth safety is the No. 1 concern of the BSA. To increase awareness of this societal problem and to create even greater barriers to abuse than already exist today in Scouting, the Boy Scouts of America is implementing several important changes to further enhance its Youth Protection policies:
Effective June 1, 2010:
- Youth Protection Training is required for all registered volunteers.
- New leaders are required to take Youth Protection Training before they submit their application for registration. The certificate of completion for this training must be submitted at the time application is made and before volunteer service with youth begins.
- Youth Protection Training must be taken every two years. If a volunteer’s Youth Protection Training record is not current at the time of recharter, the volunteer will not be re-registered.

It is primarily for his fierce dedication to and leadership of the Martinez Sea Scout Ship Sea Witch that Duffey is recognized this year as Martinez Man of the Year.
Born in Grass Valley, CA and mostly raised in Concord, Duffey’s mother was a homemaker and his father first worked in a foundry, and then switched careers to that as an auto mechanic, eventually retiring from Walnut Creek Toyota. Duffey, 52, graduated from Concord High School and went straight to work, following in his dad’s footsteps in auto mechanics. Over the years, his mechanical skills focused on the marine environment and today he does freelance work fixing and maintaining his client’s boats, as well as working with a tour boat company in Suisun City.

On December 5, 2009 the national council introduced the new official "Sea Scout Adult Leader Basic Training" (SSALBT) training program. It is designed to replace all previous versions of Sea Scout adult leader training. This new two and a half hour program gets back to basics and covers important key subjects including program unit resource management, training opportunities, youth advancement and recognition, program planning, effective leadership, and more.
"We're excited to roll this program out for the benefit of all Sea Scout adult volunteers" says Keith Christopher, National Director, Sea Scouts, BSA. "We feel this program will help strengthen and grow our valuable Sea Scout programs with more youth involvement and more ships operating a great program."
